We create a cluster by generating normal random variables for the x and y coordinates of UEs. The mean is zero; i.e. the cluster is at the center of the cell. We control the degree of clustering by adjusting the standard deviation. I believe the results would not be too different if a different cluster model were used. The important thing was to create a deployment in which many users gathered around the base station (rather than being uniformly distributed in the cell). The standard deviation however affects the results. The paper argues that the degree of clustering has an effect on throughput.
